ECOWAS conducts contingent equipment training amid rising regional security challenges

The Directorate of Financial Report and Grants conducted a five-day training session from October 7 to 11, 2024, focusing on Contingent Owned Equipment for Peacekeeping Accountants. The course took place in Lagos, Nigeria, coordinated by the Nigerian Army College of Logistics and Management.

This initiative was organized in collaboration with the Economic Community of West African States (ECOWAS) and involved military personnel from the Nigerian Army alongside staff responsible for peacekeeping accounting within the Directorate of Financial Reporting and Grants.

The primary objective was to enhance the knowledge of peacekeeping accountants regarding logistic functions relevant to peacekeeping missions. This included understanding conditions and processes related to reimbursement for costs incurred by troops or police-contributing countries. Additionally, it aimed to better equip ECOWAS in negotiations during Memorandum of Understanding signings.

Brigadier General JIB Manjang, Deputy Commandant and Director of Studies at the Nigerian Army College of Logistics and Management, addressed participants at the opening ceremony. He emphasized the importance of this course due to increasing political instability and security challenges in the ECOWAS region that often necessitate Peace Support Operations (PSOs). He noted that "the course is not only timely but vital" for enhancing capacity among ECOWAS staff and military personnel who may serve as logisticians in managing such missions.

Mr. Chukwuka Nwacheli, Acting Head of Division, Grants Division, expressed gratitude towards the Nigerian Army College for facilitating this training. He highlighted identified knowledge gaps within his division concerning reporting resources provided by partners. Specifically mentioned were challenges like calculating reimbursement rates for Contingent Owned Equipment and negotiating terms during Memorandum preparation. Mr. Nwacheli underscored that filling these gaps is essential for effectively managing partner funds dedicated to regional peacekeeping missions.

He concluded by expressing appreciation towards the Nigerian Army College's willingness to conduct this training, believing its outcome will be an advantage for their directorate.
