Executive Council approves new immigration policy aimed at economic growth

The Executive Council has given its approval to the Immigration Policy 2024 on Tuesday, May 7, 2024. This policy is designed to support an increase in the working-aged population, a factor deemed critical for economic growth and sustainable prosperity for the island.

The newly approved policy seeks to attract a skilled workforce by offering streamlined, user-friendly processes for visitors, professionals, and investors. It is important to note that there will be no changes to St Helenian Status or existing partner exemptions under this policy.

In order to ensure efficient execution of the policy, a detailed implementation plan has been provided. The plan outlines necessary steps such as revisions to immigration laws and timeframes for implementing complementary policies. These additional policies address various aspects including health fees, adjustments to minimum wage, access to public transportation, land ownership rights for immigrants, property transactions (both disposal and purchase), and stamp duty regulations.

To enhance border security measures, a Memorandum of Understanding (MOU) will be signed with the UK Home Office. This agreement will grant access to their watch lists. Furthermore, training programs for immigration staff are set to be facilitated.

In July of this year, a dedicated Head of Customs and Immigration will be appointed. This appointment aims at further supporting staff training and ensuring smooth implementation of the policy. A key step in this process involves securing funding for modern immigration equipment.

It is anticipated that the legislation associated with this policy will be enacted in September 2024.
