President Joseph Nyuma Boakai, Sr. has initiated a significant step towards enhancing public sector accountability in Liberia by mandating the adoption of the National Performance Management and Compliance System (PMCS) across all government institutions. This move aims to foster transparency, efficiency, and improved service delivery.
The President emphasized that the PMCS is intended to transform Liberia’s public sector into a model focused on results, prioritizing accountability and citizen-centered governance. The system aligns with the national development agenda, ensuring that public institutions meet their objectives effectively.
“Through the PMCS, we are building a foundation for a government that is responsive to the needs of its people and operates with a clear vision for Liberia’s progress and prosperity,” stated President Boakai.
The implementation of PMCS includes several key directives:
1. Heads of government institutions will enter into performance contracts with the Office of the President, specifying objectives aligned with national priorities.
2. The system will be integrated into planning processes to ensure coherence with statutory mandates and development goals.
3. Regular reviews will monitor progress and address challenges efficiently.
4. Oversight will be provided by the Cabinet Secretariat under Director-General Nathaniel T. Kwabo.
Further guidelines and support mechanisms will be issued by the Cabinet Secretariat to aid in effective implementation.
This directive highlights the Administration’s dedication to fostering integrity, service, and accountability within the public sector. The introduction of PMCS signifies a new era aimed at exceeding Liberians' expectations in public service.
