The high-level conference on strengthening international counter-terrorism cooperation and building agile border security mechanisms commenced on November 4, 2024, at the St. Regis Sheraton Hotel in Kuwait City, State of Kuwait.
The opening ceremony featured statements from Mr. Vladimir Voronkov, United Nations Under-Secretary-General for Counter-Terrorism; His Highness Sheikh Sabah Khaled Al Hamad Al Mubarak Al Sabah, Crown Prince of the State of Kuwait; and His Excellency Mr. Emomali Rahmon, President of the Republic of Tajikistan. With over 480 participants attending the conference, these speeches highlighted strong responses as commitments from the international community to enhance multilateral efforts against terrorism.
H.E. Dr. Omar Alieu Tourey, President of the ECOWAS Commission, addressed the Ministerial Session focused on leveraging multilateralism for enhanced global counter-terrorism cooperation. He shared regional experiences and discussed various initiatives being implemented at both regional and national levels to combat terrorism in West Africa. Dr. Tourey emphasized efforts to establish agile border security in the region and called for fair access to international resources alongside concrete support and cooperation to address insecurity across borders effectively.
Ambassador Abdel-Fatau Musah, ECOWAS Commissioner of Political Affairs, Peace and Security, accompanied Dr. Tourey to the conference and delivered a keynote during a thematic session on addressing global border security challenges. Ambassador Musah advocated for more effective coordination among disparate counter-terrorism initiatives in the region.
Other members of the delegation included Ambassador Kinza Jawara-Njai, ECOWAS Acting Permanent Representative to the United Nations, and Dr. Sani Adamu, Acting Head of ECOWAS Peace Support Operations Division.
