The President of Liberia, Joseph Nyuma Boakai, has issued a directive to clarify the responsibilities and authority of acting heads within Ministries, Agencies, and Commissions (MACs). This action is intended to improve operational efficiency and ensure that government institutions function smoothly.
President Boakai's directive addresses concerns that some acting heads have been making unauthorized decisions with significant policy implications during the temporary absence of permanent leaders. These actions have reportedly caused confusion, disrupted policy continuity, and undermined the authority of official heads.
The directive specifies that acting heads should act strictly as Officers in Charge. Their main duty is to implement decisions and policies previously approved by the substantive heads of their respective entities.
To prevent further disruptions, the President has outlined specific measures:
1. Acting heads are only authorized to execute financial, personnel, and policy decisions pre-approved by the substantive head before their departure.
2. If urgent matters arise when the substantive head is unavailable due to illness or other reasons, acting heads must seek prior approval from the Office of the President before taking any major actions.
President Boakai emphasized that this directive aims to protect the integrity of government operations and ensure adherence to established procedures. He stated, "Acting heads must recognize their temporary roles and refrain from exceeding their authority. Such actions can disrupt governance and erode public trust."
All government institutions are required to comply with these guidelines immediately. The Office of the President will monitor compliance to maintain accountability and effective governance.
