As part of exchanges and evaluations of the level of operation of National Early Warning Centers in member states, a working mission led by Dr. Onyinye Nkechi Onwuka, Acting Director of Early Warning, visited the Republic of Guinea from July 18 to 19, 2024.
During its stay, the mission first paid a courtesy call on the ECOWAS Resident Representative in Guinea, H.E. Louis Blaise AKA-BROU, before holding a technical meeting with the team from the National Coordination Centre for Early Warning and Response to Security Risks.
Within the context of strengthening the partnership between her directorate and the Guinean News Agency (AGP), the mission met with the Director General of the Agency, Mr. François Mara. Both parties agreed on appointing a field monitor.
The Acting Director of Early Warning and Acting Head of the Systems Management and Planning Division, Mr. Marcel Komi Bossou, organized a training session for field monitors, analysts, and liaison officers on crisis prevention, management, and resolution mechanisms.
The mission also engaged in discussions with CENTIF (Cellule Nationale de traitement des Informations Financières), a financial intelligence unit under the supervision of the Central Bank and GIABA’s focal point for combating money laundering and terrorism financing. The National Center and CENTIF are scheduled to sign an MOU next week for partnership and collaboration.
The mission concluded with an audience with Prime Minister Amadou Oury BAH at Palais de la Colombe.
During this audience, ECOWAS Resident Representative in Guinea congratulated the Guinean government on its significant contribution to establishing the Center. He noted that it could serve as a model for other countries. He also announced that ECOWAS would discuss with Guinean authorities to agree on a date for officially launching the Center during which President of Commission would witness signing memorandum understanding creation Center.
Acting Director reaffirmed ECOWAS’s commitment making centers operational effective contribute preservation regional peace stability informed Prime Minister about upcoming Country Resilience Human Security Assessment National Center carried out technical support Early Warning Directorate Financial Support African Development Bank (AfDB).

It should be noted that this National Coordination Centre for Early Warning and Response to Security Risks is attached to office Prime Minister Head Government Republic Guinea.
