Senior clerk from UK Parliament visits St Helena for legislative guidance

The St Helena Legislative Council is set to welcome Liam Laurence Smyth CB, a Senior Clerk from the House of Commons. This visit, organized in collaboration with the House of Commons Speaker’s Office, aims to provide technical advice to the Legislative Council.

Mr. Smyth will be representing the Rt. Hon Sir Lindsay Hoyle, Speaker of the House of Commons. With over forty years of experience in parliamentary service, Mr. Smyth has held significant roles within the Clerk’s Department, notably serving as Clerk of Legislation from 2014 to 2024. His expertise is expected to aid in enhancing the Legislative Council's operations and development.

Mr. Smyth's visit is scheduled from October 5 to October 13, 2024. During his stay on St Helena, he will meet with members of the Legislative Council, SHG (St Helena Government), and other stakeholders to discuss various parliamentary topics and potential collaborative efforts.

Hon Cyril Gunnell, Speaker of the Legislative Council, expressed appreciation for this support: “Liam’s visit is the latest support to establish a Parliamentary Services Commission to ensure the LegCo is financially and administratively independent of the executive, to regulate its own finances; and to ensure its efficient and effective operation." He acknowledged "the support and partnership" from the House of Commons Speaker’s Office.
