The St Helena Government has initiated a public consultation on the proposed Communications Bill 2025. This bill is intended to update the island’s telecommunications regulatory framework, replacing the Telecommunications Ordinance of 1989. The aim is to support digital transformation and economic growth in light of the Equiano fibre optic cable connection activated in October 2023.
Mark Brooks, Minister for Treasury and Economic Development, emphasized the significance of this legislation: “This legislation represents a crucial step in St Helena’s digital journey, with the island now connected to high-speed fibre, we need an appropriate legal framework to ensure these benefits reach all residents and businesses while supporting economic development. I thank the public for their patience while officers have been working hard to review and update the new Communications Ordinance. I encourage everyone to engage with our team to help ensure this new legal framework meets the needs of all.”
The bill seeks to implement policies approved by the Executive Council in 2020 and reaffirmed in 2024. Key areas addressed include establishing an independent communications regulator, guaranteeing universal service obligations, introducing consumer safeguards such as quality standards and privacy protections, setting price controls, and managing spectrum effectively.
Feedback from stakeholders is sought on whether the draft legislation aligns with policy objectives and its potential impact. The consultation document is accessible on the SHG website. Submissions are open until April 16, 2025, via email to Portfolio Assistant Alexandria Thomas.
Post-consultation responses will be reviewed by the Attorney General’s Chambers before being presented to the Legislative Assembly. The government aims for enactment by June 2025.
