St Helena discusses maritime governance at Red Ensign Group Conference

The annual Red Ensign Group (REG) Conference took place last week in Guernsey, uniting representatives from the UK, Crown Dependencies, and Overseas Territories to discuss maritime governance and shared international responsibilities. St Helena, a Category 2 member of the REG, participated with a four-person delegation.

St Helena operates its ship registry under the St Helena Merchant Shipping Ordinance 2021 while aligning with UK standards. This ensures oversight, global recognition, and access to expert support within the REG network. The island’s delegation included Alex Mitham, Portfolio Director of Safety, Security and Home Affairs (SSHA); Mia Henry, Head of Maritime at SSHA; Cherie Dillon, Maritime Policy Consultant; and Wendy Benjamin from Maritime Capacity Building Support.

Mia Henry presented on St Helena’s compliance with international maritime obligations and local policy adaptation. Her presentation covered the establishment of the Maritime Authority and Advisory Board as well as the successful completion of an International Maritime Organization (IMO) III Code Audit in February 2025.

Alex Mitham addressed the Coastal State Forum on Search and Rescue (SAR), emphasizing St Helena’s geographical challenges and need for tailored assistance. It was agreed that these requirements would be part of upcoming workshops focused on external support development.

Cherie Dillon discussed modernizing St Helena’s Ship Registry legal systems. She noted: “The REG Conference was a fantastic opportunity to connect with counterparts. The support and collaboration from other members will be invaluable as we continue developing our maritime capabilities.”

Wendy Benjamin shared insights into rebuilding maritime skills in St Helena through capacity-building initiatives despite ongoing challenges. She remarked: “It was a privilege to attend the conference. The experience helped build valuable connections, and I’ve already received offers of support that will aid our efforts in St Helena.”

The South Atlantic Working Group (SAWG), which includes authorities from various South Atlantic territories like Ascension Island and Tristan da Cunha, also met during the conference. As SAWG Secretariat, St Helena plays a key role in promoting regional collaboration on maritime safety.

St Helena’s contributions were recognized by REG members for their substantial progress in strengthening regional maritime capacity. Special thanks were given to the UK Maritime and Coastguard Agency (MCA) for financial assistance aiding this development.

Alex Mitham formally thanked MCA representatives during the conference by presenting a commemorative plaque to Richard Pellew from MCA who chaired the event.
