Following a comprehensive public consultation, the Executive Council approved the Property Purchase and Disposal Policy 2024 (PDPP) on January 21, 2025. The policy is now being utilized by the Property Service, part of St Helena Government’s Economic Development Portfolio, to manage all property sales, lettings, and acquisitions.
The PDPP replaces the Land and Buildings Disposal Policy 2016 and outlines principles for disposing and acquiring property on behalf of the Crown. It aligns with the Government’s Vision and Strategy and the Sustainable Economic Development Strategy 2023-2033 (SEDS). Implementing this policy is a key action in the SEDS delivery plan.
The new policy aims to enhance transparency and accountability through decision-making authority confirmation and annual reporting on Crown property disposals. It provides improved guidelines for fair property transactions and focuses on sustainability by promoting responsible estate management. The policy also includes protection measures for significant built heritage.
Additionally, it offers incentives for primary home ownership by providing a 60% discount for first-time buyers making St Helena their primary home. Business development opportunities are supported through processes identifying land for investment or tourism-related activities.
Minister for Treasury and Economic Development Mark Brooks stated: “Implementing the Property Disposal and Purchase Policy is a significant step in achieving the Ministerial Vision. This policy complements other policy areas, such as Immigration and the Sustainable Economic Development Strategy, which are designed to encourage population growth and increased revenues for our island.”
Brooks emphasized that these measures are crucial for supporting development, economic growth, and addressing challenges faced by young people in building their first homes. He expressed gratitude to his team, stakeholders, and members of the public who contributed during consultations.
