President Boakai submits $1.2 billion draft national budget for FY2026 to Legislature

President Joseph Nyuma Boakai, Sr. has submitted the Draft National Budget for Fiscal Year 2026 to Liberia’s National Legislature. The proposed budget totals US$1,211,085,227 and was formally presented to House Speaker Richard Nagbe Koon by Finance and Development Planning Minister Augustine Kpehe Ngafuan on behalf of President Boakai.

The draft outlines that domestic revenue will make up US$1.13 billion or 94% of the total budget, with external resources contributing US$72 million or 6%. Domestic revenue is expected to come from tax collections totaling US$726.97 million, non-tax revenue of US$83.92 million, a Mittal sign-on bonus of US$200 million, and contingent revenue of US$28 million.

A significant portion of the proposed budget—about US$280 million—is allocated to projects under the Public Sector Investment Plan (PSIP). This plan is central to the administration’s ARREST Agenda and focuses on sectors such as agriculture, roads, rule of law, education, sanitation, and tourism.

In his message accompanying the budget submission, President Boakai stated: “I wish to commend you for your timely passage of the FY 2025 National Budget which facilitated a more effective and transparent implementation of government programs during this current fiscal year.” He further called on lawmakers to “ensure a timely and transparent review and approval” of the new draft budget while stressing “the importance of maintaining legislative due diligence and accountability in the process.”

The delivery of the draft fulfills Section 1.7.1 requirements from the 2019 Amendment and Restatement of Liberia’s Public Financial Management Act. This law requires that the proposed national budget be submitted within a specified statutory period.

Finance Minister Ngafuan is scheduled to provide further details about the draft at a press briefing at the Ministry of Information, Cultural Affairs and Tourism (MICAT) on Monday, November 10, 2025.
