Ministry of Finance Ghana issues guidelines for preparing budgets from 2026 to 2029

The Ministry of Finance Ghana has released the 2026-2029 Budget Preparation Guidelines, in line with Article 179(1) of the 1992 Constitution, Section 20(1) of the Public Financial Management Act, 2016 (Act 921), and Regulation 20 (3) of the Public Financial Management Regulations, 2019 (L.I. 2378). The guidelines have been distributed to ministers, metropolitan, municipal and district chief executives (MMDCEs), heads of institutions, chief directors, coordinating directors, and members of budget committees.

According to the ministry, these guidelines are meant for strict adherence by all recipients.

The ministry noted that as stated in the 2025 Budget Statement and Economic Policy of Government, several reforms are underway to improve quality and efficiency in public spending while rationalizing expenditure to promote growth. These efforts are part of a broader agenda aimed at containing public expenditure and ensuring that public finances return to a sustainable path.
