Liberia’s Minister of Finance and Development Planning, Hon. Augustine Kpehe Ngafuan, has been elected as the Chair of Constituency 15 of the African Development Bank (AfDB). This constituency includes Liberia, Ghana, The Gambia, Sierra Leone, and Sudan. The election took place during the 2025 Constituency Annual Meetings held alongside the AfDB Annual Meetings in Abidjan, Côte d’Ivoire.
Minister Ngafuan will begin his three-year term on August 1, 2025. He takes over from Sierra Leone’s Finance Minister, Hon. Sheku A.F. Bangura.
Rufus N. Darkortey is concluding his tenure as Executive Director of Constituency 15 at the AfDB on August 1, 2025. As he prepares to step down, Mr. Darkortey expressed gratitude to member states for their trust and support during his three-year term.
“Over the past three years, your confidence elevated our Constituency’s voice in the governance and programming of the Bank,” said Mr. Darkortey. “Your collective leadership redefined what is possible when countries act in unity.”
He acknowledged former President George Manneh Weah and current President Joseph Nyumah Boakai for their support during his tenure.
Under Mr. Darkortey’s leadership, the Constituency increased its engagement in AfDB’s strategic initiatives and enhanced regional cooperation within the Bank.
Minister Ngafuan commended Mr. Darkortey for his service: “Mr. Darkortey represented Liberia and the Constituency with distinction.”
As he assumes leadership of Constituency 15, Minister Ngafuan expressed optimism about continuing success in advancing Africa’s development agenda through AfDB.
In addition to this role, Minister Ngafuan was also elected Chairperson of another AfDB committee earlier this year during meetings in Washington D.C., USA.
Furthermore, Minister Ngafuan has been invited by AfDB to participate as a panelist at an event focused on building effective institutions for harnessing capital for development scheduled for May 30th.
