President Joseph Nyuma Boakai of Liberia has signed Executive Order No. 137, amending a previous order to bolster the country’s renewable energy sector. This new directive aims to develop the St. Paul River 2nd Hydro Power Plant Project (SP2) and a Solar Independent Power Producer initiative.
The Executive Order establishes a High-Level Steering Committee led by Liberia’s Vice President. The committee will include key ministers and agency heads to oversee these projects, reflecting the government’s commitment to renewable energy development in Liberia.
President Boakai emphasized, “The development of renewable energy is critical not only to achieving national energy independence but also to driving our economic growth and fulfilling our climate obligations.”
The order outlines plans for a 150MW hydropower plant on the St. Paul River and a 20MW solar power plant with battery storage at Mount Coffee Hydro Power Plant. These projects are backed by international partners such as the World Bank and the West African Power Pool.
In addition to addressing seasonal energy deficits during dry seasons, these initiatives aim to reduce reliance on imported energy and contribute positively to Liberia’s economic growth. The government has committed to ensuring environmental and social safeguards are met, including fair treatment for affected citizens.
A Financial Mobilization Team will be formed under the Steering Committee to engage with donors for financial support. This inclusive approach is expected to expedite feasibility studies and secure necessary funding.
This move marks a significant step towards Liberia’s goals of energy sovereignty, environmental sustainability, and long-term economic development.
