The management team of the Liberia Electricity Corporation (LEC), led by Managing Director Hon. Mohammed M. Sherif, conducted an assessment tour on August 5, 2025, to review progress on several major energy projects intended to expand electricity access and improve the country’s energy infrastructure.
The visit began with a meeting involving International Consolidated Contractors Offshore SAL (ICCO), which is overseeing the design, construction, and installation of Liberia’s first utility-scale solar power plant with a capacity of 20 megawatts. Attendees included ICCO Project Manager Salim Nasr; LEC RESPITE/Project Implementation Unit (PIU) Deputy Project Manager Dominic S. Gono; Technical Manager Anthony Boye Osafo-Kissi; and other stakeholders.
After the briefing, LEC’s management—comprising Deputy Managing Director for Administration Hon. Eric Augustine Fredericks, Deputy for Technical Services Hon. Mohammed L. Sow, Deputy for Operations Hon. Thomas Z. Gonkerwon, and technical staff—inspected the solar plant construction site. According to Mr. Nasr and Mr. Gono, steel structures are currently being installed as part of ongoing works at the site, with additional materials recently arrived at the Freeport of Monrovia undergoing clearance.
Discussions between LEC leadership and project teams focused on quality assurance measures, project timelines, and alignment with overall objectives.
During the site inspection, Hon. Sherif stated: “the project commissioning date of November 2025 remains firm and non-negotiable.” He added that “The Solar plant, commissioned in October 2024 by H.E. President Joseph N. Boakai, is expected to significantly support Liberia’s energy capacity, particularly during the dry season and will contribute to the overall electricity stability efforts.”
The assessment continued at Mount Coffee Hydro Power Plant where repair work is underway on Unit #1—a 22MW turbine offline since July 2021—with notable progress observed in disassembly as part of restoration efforts.
The final stop was Brewerville in Montserrado County where electrification projects under the World Bank-funded Liberia Electricity Sector Strengthening and Access Project (LESSAP) are underway across more than 30 communities.
At the end of their tour, Hon. Sherif said he was satisfied with progress made across all sites: “They reaffirmed their commitment to delivering on the energy component of the ARREST Agenda and thanked President Joseph N. Boakai for his confidence in the team’s leadership during this critical period of Liberia’s development.”
