International Moral Guarantors assess progress on Sierra Leone’s national unity agreement

The International Moral Guarantors conducted a second assessment mission in Sierra Leone from October 14 to 18, 2024. This mission aimed to monitor the progress of the “Agreement for National Unity,” signed between the Government of Sierra Leone and the All Peoples Congress (APC) party on October 18, 2023.

The Independent Commission for Peace and National Cohesion (ICPNC) of Sierra Leone convened and hosted the mission. It was co-led by H.E. Leonardo Santos Simão, Special Representative of the UN Secretary-General and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), along with H.E. Fatoumata Jallow-Tambajang, former Vice President of The Gambia. Justice (Rtd) Amraphael Mbogholi Msagha, Secretary-General’s Envoy to Sierra Leone, represented the Commonwealth in this mission. Technical experts from both ECOWAS Commission and UNOWAS supported the mission.

During their visit, the delegation met with various stakeholders including President H.E. Retired Brigadier (Dr) Julius Maada Bio, government officials, APC Party leaders, other political parties, members of parliament, judiciary representatives, security agencies, election officials, diplomatic corps members, and civil society organizations.

The mission expressed satisfaction with the progress made in implementing the Agreement for National Unity. They urged both the Government of Sierra Leone and APC Party to resolve outstanding issues and accelerate implementation of recommendations from the Tripartite Committee Report through regular consultations and inclusive decision-making processes.

The Joint Assessment Mission reiterated its call for all political actors, stakeholders, and citizens to enhance efforts in building trust and promoting dialogue for sustainable peace and unity in Sierra Leone.
