An International Monetary Fund (IMF) team visited Accra, Ghana from October 16 to 27, 2023, to assess the country’s governance and identify vulnerabilities related to corruption. The visit followed a request from Ghanaian authorities dated February 17, 2023. The mission aimed to assist the government in developing an action plan with targeted recommendations and structural reforms focused on improving transparency and accountability. This effort aligns with the IMF’s 2018 Framework for Enhanced Fund Engagement on Governance.
The mission was led by Mr. Gomiluk Otokwala and included members from the IMF’s Legal Department (LEG), Fiscal Affairs Department (FAD), and Monetary and Capital Markets Department (MCM). Other participants were Mr. Ron Snipeliski, Ms. Rebecca Obare, Ms. Bonolo Namethe (all LEG); Mr. Thabo Letjama, Mr. Ed Hearne (both FAD), and Mr. Ravi Mohan Periyakavil Ramakrishnan (MCM expert). Mr. David Robinson contributed remotely to the drafting of the report, while Ms. Rachel Sigman provided additional expertise regarding Ghana’s political economy and governance challenges.
Prior to the in-person mission, a virtual scoping exercise took place between September 18 and 29, 2023.
According to the mission statement: “The purpose of the mission included helping the authorities design an action plan with specific prioritized, sequenced recommendations and structural reform to enhance transparency and accountability, prevent and combat corruption, in line with the IMF’s 2018 Framework for Enhanced Fund Engagement on Governance.”
The findings are expected to guide future reforms as Ghana seeks to strengthen its governance framework.
