The Economic Community of West African States (ECOWAS) Parliament marked its 25th anniversary in Abuja, with leaders and lawmakers gathering to reflect on the institution’s role in regional integration and democracy. The event coincided with the 50th anniversary of ECOWAS itself, prompting discussions about achievements and future challenges for the community.

Dr. Oumar Alieu Touray, President of the ECOWAS Commission, attended the ceremony and was welcomed by Speaker Maimounatou Ibrahima and Members of Parliament. The occasion served as an opportunity to recognize progress made by the Parliament in strengthening democratic governance and advancing integration among member states.

Speaker Ibrahima expressed gratitude to attendees, highlighting support from Nigeria as host nation. She also acknowledged Julius Maada Bio, Chair of the ECOWAS Authority of Heads of State and Government, for his continued backing of ECOWAS institutions.

Dr. Touray addressed the significance of the Parliament’s work: “The Supplementary Act—mandating representation from ruling and opposition parties and ensuring women’s participation, was highlighted as a key tool for promoting inclusive, pluralistic democracy,” he said. He emphasized that increased oversight functions have allowed the Parliament to play a stronger role in promoting peace, stability, and sustainable development across West Africa.

In his remarks, Dr. Touray paid tribute to past leaders who have shaped the Parliament since its inception:

Hon. Professor Ali Nouhoum Diallo (Mali) – First Legislature
Hon. Mahamane Ousmane (Niger) – Second Legislature
Rt. Hon. Ike Ekweremadu (Nigeria) – Third Legislature
Rt. Hon. Moustapha Cisse Lo (Senegal) – Fourth Legislature
Hon. Sidie Mohamed Tunis (Sierra Leone) – Fifth Legislature
Hon. Maimounatou Ibrahima (Togo) – Current Speaker of the Sixth Legislature

He noted that this diversity demonstrates ECOWAS’ dedication to democracy, equity, solidarity, and inclusivity.

Addressing current political trends in West Africa, Dr. Touray urged parliamentarians to defend democratic principles amid challenges such as reduced civic space and zero-sum politics: “As we celebrate this Silver Jubilee, let us look forward to a future where, by our Golden Jubilee, democracy, rule of law, and human rights are not privileges but the defining norms of our community,” he stated.

He warned that diminishing political space can lead to military or authoritarian resurgence in some countries within West Africa if democratic standards are not upheld.

The celebration underscored both accomplishments over 25 years and ongoing efforts needed to protect democracy while deepening cooperation among ECOWAS member states.
