ECOWAS hosts capacity building on expenditure framework in Lagos

The Economic Community of West African States (ECOWAS) Commission is conducting the second phase of its capacity-building initiative on the Medium-Term Expenditure Framework (MTEF) process. This training event is taking place in Lagos, Nigeria, from July 21 to 25, 2025. The event is co-organized by the Human Resources Directorate in consultation with the Directorate of Budget and Treasury (DBT) and the Directorate of Strategic Planning, Monitoring, and Evaluation (SPME).

The training aims to equip focal persons with necessary tools and skills to participate effectively in the MTEF process and subsequent Management Arbitration meetings.

Mr. Molokwu Azikiwe, Director of Budget and Treasury at ECOWAS, emphasized the importance of this framework for facilitating dialogue and enhancing the MTEF process. He stated that “this workshop offers a valuable opportunity for collaborative learning, problem-solving, and exchange of experiences.”

Representing the Vice President of the ECOWAS Commission, Mrs. Damtien L. Tchintchibidja, Mr. Musa Gbogboto, Director of Strategic Planning, Monitoring, and Evaluation at ECOWAS Commission, underscored that understanding the MTEF is crucial for each Directorate. He noted that “this workshop will permit to align your activities with the programs and projects that exist within the community… and to understand how vision 2050 is linked to the community strategic framework.”

The activity is organized in partnership with GIZ and concludes Phase 2 on Friday, July 25th. It sets up Phase 3 for next week when another group will receive similar training.
