The ECOWAS Election Observation Mission (EOM) met with the National Election Commission (CNE) of Guinea-Bissau as part of its pre-election activities before the country’s presidential and legislative elections scheduled for November 23, 2025. The meeting involved discussions on the current status of election preparations, including operational readiness, logistics, and measures to ensure transparency and inclusiveness.
The ECOWAS delegation was led by Serigne Mamadou Ka, acting Head of the ECOWAS Electoral Assistance Division. The CNE was represented by Acting Chairman N’Pabi Cabi. Both parties discussed their respective roles in upholding the integrity of the electoral process.
Mr. Cabi stated: “The CNE is determined to conduct the elections in conformity with relevant national legislation and established procedures,” adding that ongoing cooperation with ECOWAS and other regional stakeholders is important for building public trust and ensuring peaceful elections.
Mr. Ka highlighted: “The EOM’s mandate is to observe the electoral process with neutrality and respect for the sovereignty of the Republic of Guinea-Bissau.”
The observation mission is being deployed under the authority of Dr Omar Alieu Touray, President of the ECOWAS Commission, following the ECOWAS Protocol on Democracy and Good Governance. This protocol aims to promote peace, stability, and democratic governance within member states.
ECOWAS conducts consultations with government officials, political actors, civil society groups, security institutions, and international partners as part of its regular approach when assisting member states during major elections. These efforts are intended to foster constructive dialogue and preventive diplomacy throughout electoral cycles.
ECOWAS has reaffirmed its commitment to supporting Guinea-Bissau’s democratic consolidation as well as maintaining peace and stability in both the country and across West Africa.
