The Economic Community of West African States (ECOWAS) has taken steps to address the increasing issue of substance abuse in Africa. The 15th Biennial International Conference on Drugs, Alcohol, and Society in Africa was held from October 9–10, 2024, in Abuja. This event was co-organized with the Centre for Research and Information on Substance Abuse (CRISA) and gathered policymakers, researchers, and health professionals to discuss strategies for improving access to treatment for substance use disorders.
Dr. Daniel Amankwaah, Principal Programme Officer at ECOWAS’s Drug Prevention and Control Division, delivered a keynote address on behalf of Prof. Fatou Sarr Sow. He emphasized the need for regional cooperation against new psychoactive substances like ‘Kush.’ “ECOWAS is committed to strengthening its prevention and control frameworks to stem the tide of drug abuse that threatens the socio-economic fabric of our Member States,” he said.
Prof. Isidore S. Obot, Executive Director of CRISA, highlighted research-based solutions targeting underserved populations such as women and rural communities. He remarked, “The goal of this conference is to share knowledge, drive policy innovation, and enhance collaborative efforts to improve access to treatment for substance use disorders across Africa.”
Dr. Akanidomo Ibanga from the United Nations Office on Drugs and Crime (UNODC) spoke about global challenges in drug demand reduction. He noted UNODC’s role in supporting African governments with technical assistance: “Our collaboration with member states is crucial in implementing health-centered approaches to drug control.”
Dr. Olubusayo Akinola from the African Union Commission reiterated support for national drug control strategies: “The AUC will continue working to ensure that every member state has access to the resources and technical support needed to combat the drug menace effectively.”
Professor Jallal Toufiq from the International Narcotics Control Board discussed ensuring access to controlled substances while preventing misuse: “We must ensure that those in need can access vital medications while protecting societies from the harms of drug abuse.”
The conference featured sessions on telehealth services expansion and harm-reduction strategies. It concludes tomorrow with practical policy recommendations focusing on curbing regional drug abuse.
Dr. Daniel Amankwaah closed today’s sessions by reaffirming ECOWAS’s commitment: “The fight against substance abuse requires a united front. ECOWAS will continue to partner with its member states and international organizations to implement effective solutions.” The next biennial conference will be held in 2026.
