ECOWAS concludes training bootcamp on informal cross-border trade

The Economic Community of West African States (ECOWAS) Commission has completed a regional training bootcamp aimed at equipping participants with practical tools and knowledge on informal cross-border trade (ICBT). The event focused on ECOWAS ICBT methodologies to train enumerators, supervisors, and coordinators in collecting and processing ICBT data. These efforts are essential for producing timely and reliable data, promoting a harmonized approach to data collection, and supporting the operationalization of ICBT desks across the region. This initiative aims to provide comprehensive data on intra-regional trade flows, promote inclusive trade, and inform trade policy under the African Continental Free Trade Area (AfCFTA).

Dr. Seydou Sacko, Acting Principal Program Officer for Trade Policy at ECOWAS, stated that “this Bootcamp is a key step toward formalizing informal trade” which is crucial for local economies. He emphasized that reliable ICBT data is foundational for inclusive policymaking and regional economic integration.

Mr. Evince Yegbemey from GIZ’s ECOWAS Agricultural Trade Programme highlighted the importance of structured data collection by stating that “no trader should be left behind in the continental trade agenda.”

The Chair of the bootcamp, Mr. Zacks Yohanna from Nigeria’s ECOWAS Unit for Trade and Investment, urged participants to advocate for national ownership and sustained funding by saying “let us institutionalize ICBT data collection.”

Mrs. Mary Gbedemah Asare from Ghana’s Ministry of Trade reaffirmed Ghana’s dedication to advancing regional cooperation through “data-driven trade development.”

The bootcamp covered various aspects such as data collection techniques, ethical considerations, use of digital tools, and practical fieldwork. It combined plenary sessions with field visits. ECOWAS expressed its support for member states as they prepare for national pilot exercises in 2025 towards full implementation of ICBT structures.

Over 30 master trainers from National Statistical Offices and Ministries of Trade participated alongside representatives from organizations such as WACTAF, CILSS, FSRP, and ReCAP. Their involvement underscores collaborative efforts addressing challenges within the informal trade sector—a major livelihood source for women and youth in the region.
